H.R. 2772 — Brianna Lieneck Boating Safety Act of 2025

This section directs the Secretary of the department in which the Coast Guard is operating to submit to the House Committee on Transportation and Infrastructure and the Senate Committee on Commerce, Science, and Transportation, not later than 180 days after enactment, a study and report on recreational vessel operator training. The study reviews Coast Guard Auxiliary and Power Squadron programs, existing state boating education programs (including those by the National Association of State Boating Law Administrators (NASBLA)), and other hands-on training programs, specifically examining course materials, content, training and assessment methodologies, and relevancy to risks for recreational boaters. The report includes (1) steps taken by the Coast Guard and NASBLA to encourage states to adopt mandatory training; (2) evaluations of state harmonization of programs and testing, reciprocity, and uniformity among states with mandatory programs; (3) minimum standards for operator education; (4) options for harmonizing a federal program with state programs; (5) analysis of course content relevancy, phase-in periods, and bypass options for experienced boaters; (6) Coast Guard administration of a federal program; and (7) the extent to which a federal program should apply to all state waters, including internal waters.
