This section expands the scope of 18 U.S.C. 1362—which criminalizes willful or malicious injury, destruction, or interference with certain communications infrastructure—to cover any such infrastructure operated or controlled by the United States or by any other person or entity (previously, only U.S.-operated infrastructure or that used or intended for military or civil-defense functions), and explicitly includes facilities used to provide broadband internet access service (as defined to match the Federal Communications Commission's mass-market retail service standard). (Thus, the prohibition, punishable by fine or imprisonment for up to 10 years, now applies broadly to private broadband networks.)
