H.R. 2807 — Postal Service Transparency and Review Act

This section amends section 3661 of title 39, United States Code, governing Postal Regulatory Commission (PRC) advisory opinions on significant changes to postal services, by (1) revising subsection (b) to expand the scope to include changes that significantly affect service within a postal district (in addition to nationwide or substantially nationwide changes); require the Postal Service to submit a proposal to the PRC no later than 180 days before the proposed effective date; mandate a PRC advisory opinion no later than 180 days after receipt; prohibit the Postal Service from taking any action or obligating or expending funds to implement the change before the PRC issues its opinion; and authorize the PRC to suspend implementation, bar further funding, and require reversion to prior service levels if the Postal Service failed to seek an opinion; and (2) adding subsection (d) to apply congressional review procedures (i.e., 5 U.S.C. ch. 8) to such proposals, allowing introduction of a joint resolution of disapproval within 60 legislative days after the PRC issues its advisory opinion. (Thus, an approved disapproval resolution prevents the change from taking effect.)
