This section prohibits the Federal Government from entering into or making a Federal award (i.e., contract, grant, cooperative agreement, or other contract-like instrument) to a special Government employee—as defined in 18 U.S.C. 202 (i.e., generally, an officer or employee serving no more than 130 days in any 365-day period)—or to a covered third party (i.e., the special Government employee's spouse, child, or general partner, or an organization in which the special Government employee serves as officer, director, trustee, general partner, or employee), except for a special Government employee serving only as a member of an advisory committee (as defined in 5 U.S.C. 1001). The section requires revision of the Federal Acquisition Regulation to implement this prohibition not later than 60 days after enactment.
