H.R. 2825 — Postal Service Clusterbox Responsibility Act

This section establishes in 39 U.S.C. Chapter 29 a new section (§2904) requiring the U.S. Postal Service (USPS) to maintain "covered cluster box units" (i.e., centralized mailbox units for multiple addresses that USPS has primarily maintained for at least 20 years), including repairing or replacing them and adding mailboxes as needed. It directs USPS to determine covered status upon application by a "covered person" (e.g., unit owner or beneficiary), including a reasonable investigation of relevant documents and notification within one month; permits covered persons or others to add mailboxes (subject to laws), which USPS must then maintain; and limits USPS maintenance to functionally necessary work (excluding damage, unnecessary changes, or building structures). The section further authorizes USPS reimbursement from liable parties via assignment of rights; terminates covered status upon permission withdrawal, reimbursement refusal, or end of mail service to served addresses; and establishes the Cluster Box Unit Maintenance Fund as a no-year Treasury revolving fund for these purposes, with deposits from appropriations notwithstanding 39 U.S.C. §2003(b).
