H.R. 2828 — VA DATA Access Transparency and Accountability Act of 2025

This section prohibits the Secretary of Veterans Affairs from providing the Administrator of the United States DOGE Service access to any veteran’s data held by the Department. It further prohibits special government employees from accessing or exfiltrating such data for commercial gain or any purpose other than one authorized by the Secretary and requires the Secretary to ensure that such employees return all accessed data and retain no copies upon termination of service. The section defines “veteran’s data” as data relating to an individual veteran, including personal health information (i.e., information on the veteran’s health, medical treatment, or related payments), personal identifying information (e.g., name, Social Security number, address, date of birth, medical or financial account records, or biometric records), and financial information.
