H.R. 2850 — Youth Sports Facilities Act of 2025

This section expands eligibility for Economic Development Administration public works grants (i.e., infrastructure projects to promote economic development and job creation in distressed areas) to expressly include youth sports facilities by (1) authorizing grants for the acquisition or development of land and improvements for youth sports facilities; (2) allowing projects to qualify if they improve opportunities for the establishment, expansion, or retention of youth sports facilities; and (3) adding five additional considerations in awarding grants, including the extent to which a project would (9) address and mitigate mental and physical health impacts of sedentary lifestyles and obesity by improving access to recreational space, including youth sports facilities; (10) benefit highly rural communities lacking revenues for active lifestyle infrastructure; (11) primarily serve low-income children in rural or underserved communities who lack sports facilities and live in areas with high opioid use or violence; (12) support youth sports and recreation for economic development in communities lacking facilities; or (13) promote job creation through youth sports facilities and adjacent businesses.
