H.R. 2855 — Protecting Medical Research Funding Act

This section prohibits the impoundment, transfer, or reprogramming of discretionary appropriations for the National Institutes of Health (NIH)—notwithstanding the Impoundment Control Act of 1974 or any other law—unless authorized by a subsequent statute enacted after this Act that expressly references it. It further requires the Secretary of Health and Human Services, within 30 days of enactment and annually thereafter, to certify compliance to the House and Senate Appropriations Committees and the House Committee on Energy and Commerce and Senate Committee on Health, Education, Labor, and Pensions.
