H.R. 2862 — Southern California Coast and Ocean Protection Act

This section prohibits the Secretary of the Interior from issuing any lease or other authorization for oil or natural gas exploration, development, or production in the Southern California Planning Area (i.e., federal submerged lands off the coast of Southern California), as described in the 2024–2029 National Outer Continental Shelf Oil and Gas Leasing Proposed Final Program (September 2023). (Thus, the prohibition applies notwithstanding any other provision of law.)
