H.R. 2864 — Veterans for Mustangs Act

This section revises the procedures for addressing overpopulations of wild free-roaming horses and burros on public lands—managed by the Secretary of the Interior primarily through the Bureau of Land Management to maintain a thriving ecological balance—by requiring immediate action upon such a determination until appropriate management levels are achieved or all excess animals are removed. It establishes a priority order for such actions by (1) mandating implementation of humane, reversible, non-surgical, medically safe on-range immunocontraceptive vaccine fertility controls, with priority recruitment of military veterans for training and certification (including the certified PZP applicator certification offered by the Science and Conservation Center’s Certification Program), appropriate compensation, and contracting with trained veterans to perform management activities under the Act (who are not regarded as federal officers or employees); followed by (2)-(4) the previously specified actions (redesignated from prior subparagraphs (A)-(C)).
