This section directs the Secretary of Health and Human Services, not later than 6 months after the date of enactment, to issue under the federal conscience and anti-discrimination laws (as defined in the specified prior rule) a final rule identical or materially equivalent to the rule at 45 C.F.R. part 88 as in effect on July 22, 2019 (84 Fed. Reg. 23170), which protected health care providers' statutory rights to decline participation in procedures (e.g., abortions or sterilizations) conflicting with their religious beliefs or moral convictions. The section further requires that final rule to specify that it supersedes any contrary rule in existence on the date of issuance.
