H.R. 2887 — Protecting Outdoor Concerts Act of 2025

This section directs the Administrator of the Federal Aviation Administration (FAA), not later than one year after the date of enactment, to issue or revise regulations requiring FAA to issue Notices to Airmen designating temporary flight restrictions for manned and unmanned aircraft over outdoor concerts or music festivals with daily attendance of not fewer than 30,000 people when necessary to protect persons or property or to ensure air safety and efficiency. In issuing such regulations, FAA must, to the extent practicable, (1) treat these events the same as aerial demonstrations or major sporting events under 14 CFR 91.145 (which authorizes restrictions on manned aircraft operations near such events), and (2) designate temporary flight restriction areas for unmanned aircraft the same as under 49 USC 44812 (which authorizes restrictions on unmanned aircraft over certain open-air large public gatherings with at least 30,000 attendees).
