H.R. 2890 — Financial Inclusion in Banking Act of 2025

This section revises the duties of the Consumer Financial Protection Bureau's (CFPB) community affairs unit by (1) formally designating it as the Office of Community Affairs and (2) assigning it responsibilities related to under-banked, un-banked, and underserved consumers. Those duties include leading research coordination—after consulting trade associations, community groups, consumer advocates, and the CFPB Consumer Advisory Board—to identify causes for limited depository institution relationships; identifying Bureau subject matter experts; coordinating with other federal agencies to increase banking participation; and developing financial education strategies. The Office must consult other CFPB offices (e.g., the research unit) and submit biennial reports to Congress—beginning within two years of enactment—identifying access barriers and recommendations, timed to avoid overlap with the Federal Deposit Insurance Corporation's unbanked report under the Federal Deposit Insurance Act.
