This section requires each Executive agency (i.e., Executive department, Government corporation, or independent establishment) and military department to employ the number of employees of the various classes recognized by chapter 51 of title 5, U.S. Code (General Schedule classifications), in accordance with Office of Personnel Management regulations—notwithstanding limitations in sections 3104 and 5108—replacing prior authority for such agencies and the District of Columbia government to do so at their discretion. This section further requires the head of an affected agency to notify the House and Senate Appropriations Committees and all congressional committees with jurisdiction over the agency, within seven days, upon determining inability to comply, including an explanation of the reasons.
