H.R. 2907 — Save BRIC Act

This section states congressional findings on predisaster mitigation, including (1) its role in proactively reducing loss of life and property from future disasters; (2) the benefits of risk identification; (3) 27 weather and climate disasters exceeding $1 billion in damages in 2024; (4) examples of mitigation activities such as elevating structures and hardening against hurricanes or earthquakes; (5) scientific evidence that every $1 invested saves up to $13 in recovery costs; (6) creation of the Building Resilient Infrastructure and Communities (BRIC) program in 2019; and (7) cancellation of the BRIC program in 2025 with over $4 billion in grants clawed back from communities.

This section requires the President to establish a predisaster hazard mitigation program to provide technical and financial assistance to states and local governments for cost-effective measures to reduce injuries, loss of life, and property damage, including to critical infrastructure (previously discretionary). The section further requires the President to provide such assistance from the National Public Infrastructure Predisaster Mitigation Fund to qualifying states and local governments that have identified natural hazards and demonstrated effective public-private partnerships (previously discretionary).
