H.R. 2926 — National Energy Dominance Council Act of 2025

This section establishes the National Energy Dominance Council within the Executive Office of the President, chaired by the Secretary of the Interior (with the Secretary of Energy as vice chair) and consisting of the heads of 18 specified federal departments, agencies, and White House offices (e.g., EPA Administrator, Attorney General, Secretaries of Defense and State) plus any others designated by the President. The Council must (1) advise the President on exercising authority to achieve U.S. energy dominance, including improved permitting for energy production and infrastructure, private-sector cooperation, and policy consistency; (2) recommend a National Energy Dominance Strategy with long-range goals emphasizing reduced regulation, private investment, and innovation; and (3) not later than 100 days after enactment and periodically thereafter, review critical energy markets, consult state/local/Tribal governments and private stakeholders, advise on agency actions to increase production (e.g., electricity capacity, small modular nuclear reactors, reopening closed plants, natural gas pipeline approvals), recommend investment incentives, identify cost-raising practices, and propose public awareness plans on energy reliability, jobs, technology, regulations, and security. The section also amends the table of contents of the Energy Policy Act of 2005 to reflect the new section 1408.
