H.R. 2931 — Save SBA from Sanctuary Cities Act of 2025

This section requires the Administrator of the Small Business Administration (SBA) to relocate each covered office—defined as a regional, district, or local SBA office (other than headquarters) or any other congressionally funded SBA component—located in a sanctuary jurisdiction to a non-sanctuary jurisdiction, following a public determination that the office is in such a jurisdiction. Sanctuary jurisdiction means a state or local political subdivision with a statute, ordinance, policy, or practice prohibiting or restricting government entities from sharing immigration or citizenship status information with federal, state, or local governments or from complying with Department of Homeland Security detainer or notification requests under INA §§236 or 287 (8 U.S.C. §§1226, 1357). Relocation must occur no later than 120 days after the public determination; prohibits establishing new covered offices in sanctuary jurisdictions; and, in cases of noncompliance, (1) requires the office head to submit a written explanation within 5 days after the deadline, (2) mandates cessation of office operations and reassignment of employees to other SBA offices (prioritizing same-state non-sanctuary locations), and (3) directs immediate removal of the office head for failure to explain or insufficient reasons.
