H.R. 2944 — Cerro de la Olla Wilderness Establishment Act

This section designates approximately 12,295 acres of Bureau of Land Management land in Taos County, New Mexico, as the Cerro de la Olla Wilderness within the Río Grande del Norte National Monument, as depicted on the map entitled "Proposed Cerro de la Olla Wilderness and Río Grande del Norte National Monument Boundary" and dated April 1, 2025 (amending prior designations of wilderness areas in sec. 1202 of the John D. Dingell, Jr. Conservation, Management, and Recreation Act). It further (1) retitles that section from "Cerro del Yuta and Río San Antonio" to "Río Grande del Norte National Monument Wilderness Areas," with conforming changes to the table of contents; (2) updates the map definition in subsection (a); (3) clarifies in subsection (b)(4) that grazing allotments include a reserve common grazing allotment; and (4) authorizes maintenance of existing wildlife water development projects (including guzzlers) in the new wilderness if they enhance wilderness values and minimize visual impacts, subject to a cooperative agreement with New Mexico entered not later than one year after enactment. This section also modifies the boundary of the Río Grande del Norte National Monument as depicted on the map.
