H.R. 295 — Fair Milk Pricing for Farmers Act

This section expands the mandatory dairy product information reporting program—under which dairy manufacturers must report to USDA the price, quantity, and moisture content of products and package sizes used to set minimum prices for Class III or Class IV milk under federal milk marketing orders (previously, package sizes only), as well as storage quantities—to require each such manufacturer to also report production cost and product yield information, as determined by the Secretary, for all products processed in the same facility or facilities. The section further modifies reporting requirements in subsection (d) by (1) changing references from "electronic reporting" to "reporting" and limiting them to price, quantity, and storage data; and (2) directing USDA to publish a report on dairy products processing costs no later than three years after enactment and every two years thereafter.
