H.R. 2950 — Disaster Relief Transparency Act

This section directs the Secretary of Housing and Urban Development (HUD), after consultation with the Comptroller General, to submit reports to the House Financial Services, Oversight and Reform, and Transportation and Infrastructure Committees and the Senate Banking Committee that (1) describe HUD's methodology for allocating Community Development Block Grant (CDBG) Disaster Recovery (CDBG-DR) and CDBG-Mitigation (CDBG-M) funds to states, tribes, territories, and local governments; (2) explain differences in allocations across appropriations; and (3) provide legislative and administrative recommendations to improve allocation consistency and timeliness. (CDBG-DR provides flexible block grants to communities for housing, infrastructure, and economic recovery after presidentially declared disasters; CDBG-M supports resilience measures such as elevation and floodproofing.) The first report, due within 90 days of enactment, examines FY2024 and FY2025 appropriations; subsequent reports are due annually by the end of each fiscal year beginning in FY2026 and examine that fiscal year's appropriations.
