H.R. 2953 — ALERT Act

This section establishes chapter 6A in Title 5, United States Code, requiring the head of each agency to submit monthly to the Office of Information and Regulatory Affairs (OIRA) Administrator details on rules expected to be proposed or finalized in the following 12 months—including summaries, objectives, legal bases, notice-and-comment exemptions, rulemaking stage, review under section 610, schedules, cost estimates in brackets from under $50 million to $10 billion or more, economic and jobs effects, and influential scientific information with peer review plans—and, for rules with a notice of proposed rulemaking, additional details on those elements. It further directs OIRA to publish agency-specific information on the internet within 30 days of receipt and, by October 1 annually, to publish in the Federal Register and on the internet cumulative assessments for the prior year of agency rulemaking—including rules proposed or finalized (with cost-benefit analyses and exemptions), rule repeals or reductions, total costs of rules (without offsetting benefits) and unfunded mandates, and related reviews and submissions.
