H.R. 2956 — DISASTER Act of 2025

This section states congressional findings on the federal government's disaster-related assistance, including (1) the fiscal prudence of understanding its amount and scope amid constrained budgets; (2) the lack of a single, publicly available estimate of such spending; (3) the long-term, multi-agency nature of recovery efforts; (4) the value of agency expenditure data for informing appropriations and budget requests; and (5) opportunities to reduce expenses by mitigating vulnerabilities to future disasters.

This section states the purpose of the Act, which is to require the Director of the Office of Management and Budget to annually submit to Congress a report on all disaster-related assistance provided by the Federal Government.

This section requires the Director of the Office of Management and Budget to submit to Congress, on the same day as the President's annual budget submission under 31 U.S.C. §1105(a), a report on federal obligations for disaster response, recovery, mitigation, and related administrative costs in the prior fiscal year. The report covers obligations by specified agencies and programs—including the Departments of Agriculture, Commerce, Defense (civil and military), Education, Health and Human Services, Homeland Security (primarily FEMA), Housing and Urban Development, the Interior, Justice, Labor, Transportation, the Treasury, and Veterans Affairs; the Army Corps of Engineers; the Environmental Protection Agency; the Small Business Administration; the Corporation for National and Community Service; the Federal Judiciary; the General Services Administration; and the Department of Energy—and must detail (1) overall obligations, (2) obligations by agency and account, (3) the disaster for which obligated, (4) obligations by disaster, (5) obligations by disaster type, (6) response and recovery spending, (7) mitigation spending, (8) spending in the form of loans, and (9) spending in the form of grants. The report must be publicly available on the Office of Management and Budget website in searchable, sortable, and downloadable format and includes a conforming amendment to the table of chapters for 31 U.S.C. chapter 11.

This section specifies that the reporting requirement established by section 3(a) takes effect with the President's annual budget submission to Congress for FY2027 under 31 U.S.C. 1105(a).
