H.R. 2962 — Border Airport Fairness Act of 2025

This section directs the President, pursuant to 19 U.S.C. 2, to designate as ports of entry primary airports (as defined in 49 U.S.C. 47102) located not more than 30 miles from the U.S. northern or southern international land borders that are formally associated—through contract or ordinance—with a land border crossing or seaport within 30 miles and, via that association, meet U.S. Customs and Border Protection's numerical criteria for establishing ports of entry (as set forth in Treasury Decision 82–37, as revised by Treasury Decisions 86–14 and 87–65, or successor guidance). The section also terminates application of the user fee requirements under 19 U.S.C. 58b to such airports.
