H.R. 2964 — Fight Fentanyl Act

This section amends provisions governing the High Intensity Drug Trafficking Areas (HIDTA) program, which coordinates federal, state, local, and tribal law enforcement resources to combat drug trafficking in designated areas, as follows: (1) requires HIDTA annual reports to describe use of funds for investigating fentanyl trafficking organizations and individuals, including seizure amounts and threat assessment data on fentanyl patterns and trends; (2) requires HIDTA performance assessments to identify limitations in meeting program goals and provide recommendations to address them, including through resource allocation, partnerships, or legal changes; (3) authorizes $333 million for each of FY2025 through 2030; (4) increases funding for HIDTA technology and information sharing from $10 million to $14.224 million and expands permissible uses to include assistance for fentanyl interdiction investigations and other fentanyl prevention, seizure, and interdiction activities; and (5) requires the Attorney General to provide sufficient prosecutorial resources for HIDTA purposes, including temporary reassignment of assistant U.S. attorneys during FY2024 through 2030 to prioritize fentanyl trafficking cases, with a process for such requests to be established within 180 days of enactment.
