This section establishes the Ralph David Abernathy, Sr. National Historic Site in Georgia as a unit of the National Park System, subject to the Secretary of the Interior's determination that sufficient land or interests in land have been acquired to constitute a manageable unit, to preserve and interpret the West Hunter Street Baptist Church—where Rev. Dr. Ralph David Abernathy Sr. served as pastor—and his role as a civil rights leader. The boundary is as depicted on the map entitled “Ralph David Abernathy, Sr. National Historic Site Proposed Boundary” (numbered P99/184,019 and dated August 2022). The Secretary may acquire land or interests within the boundary by donation, purchase from a willing seller using donated or appropriated funds, or exchange (state-owned land only by donation); administer the site per applicable National Park System laws; complete a general management plan within three years after funds are first made available, in accordance with 54 U.S.C. §100502; and enter cooperative agreements with the state or others for interpretive, educational, and administrative services (e.g., signage, exhibits, tours, and resource preservation).
