H.R. 2980 — Energy Cybersecurity University Leadership Act of 2025

This section establishes an Energy Cybersecurity University Leadership Program under which the Secretary of Energy (1) provides competitive financial assistance for scholarships, fellowships, and research and development projects at institutions of higher education (as defined in section 101(a) of the Higher Education Act of 1965, i.e., public or nonprofit institutions providing degree programs or equivalent) to support graduate students and postdoctoral researchers pursuing studies integrating cybersecurity with energy infrastructure disciplines; (2) arranges research traineeships at National Laboratories and utilities for such students and researchers; and (3) conducts outreach to historically Black colleges and universities, Tribal Colleges or Universities, and minority-serving institutions. This section also requires the Secretary to submit to the House Committee on Science, Space, and Technology and the Senate Committee on Energy and Natural Resources, not later than one year after enactment, a report on the program's development and implementation.
