This section establishes a grant program within NOAA for collaborative ocean acidification research projects developed and conducted through partnerships between the seafood industry (i.e., shellfish growers, fishermen, supply chain members) and the academic community (i.e., faculty, researchers, resource managers). Grants require consistency with the ocean acidification strategic research plan; must foster partnerships, incorporate industry expertise, deliver mutual benefits, and include balanced support; prioritize vulnerable ecosystems, local stakeholder backing, and industry assets as research platforms; limit federal funding to 85% of project costs (waivable); and require implementation guidelines within 180 days after enactment, developed in consultation with states, industries, educators, tribes, and NGOs.
