H.R. 300 — Daylight Act

This section expands state options under the Uniform Time Act of 1966 to authorize year-round daylight saving time (DST), in addition to the existing year-round standard time exemption. (As background, the act requires DST from 2:00 a.m. on the second Sunday in March through 2:00 a.m. on the first Sunday in November but permits exemptions to standard time for uniformity.) Specifically, (1) states entirely within one time zone may by law exempt from DST or apply DST year-round (previously, exemption to standard time only), with the entire state observing the same time; and (2) states spanning multiple time zones may by law apply either option to the entire state or to areas within any time zone.
