H.R. 3002 — Homeland Security Climate Change Coordination Act

This section establishes in the Department of Homeland Security a Climate Coordinating Council comprised of not fewer than 20 senior officials from at least 18 specified components (e.g., U.S. Customs and Border Protection, Federal Emergency Management Agency, Transportation Security Administration, U.S. Coast Guard) and others as determined by the Secretary. The council, led by a senior official designated by the Secretary, must (1) identify cross-functional impacts of global climate change on departmental programs, operations, missions, assets, and personnel; (2) address and mitigate such impacts through risk-based strategies and frameworks; (3) recommend organizational and resource realignments; and (4) oversee implementation of Executive Order 14008 and related orders. Not later than one year after enactment and annually thereafter for ten years, the Secretary must report to the House Committee on Homeland Security and the Senate Committee on Homeland Security and Governmental Affairs on actions taken pursuant to this section.
