This section establishes annual meetings, chaired by the Deputy Secretary of State or Deputy National Security Advisor and attended by specified senior officials (e.g., Under Secretaries of State for Civilian Security, Democracy, and Human Rights and for Political Affairs; USAID Administrator and Deputy Administrator for Policy and Programming; Under Secretary of Defense for Policy; Under Secretary of the Treasury for International Affairs; and relevant regional Assistant Secretaries, Administrators, and equivalent officials), to (1) evaluate alignment of 10-year country and regional plans under the Global Fragility Act with current U.S. policy priorities; (2) assess elements (1) through (11) of those plans and address deficiencies; (3) identify updates or amendments for alignment; and (4) consider steps to enhance coordination of relevant diplomatic, development, and security assistance activities. (As background, the Global Fragility Act of 2019 requires 10-year plans integrating U.S. government efforts across selected fragile countries and regions to stabilize conflict-affected areas, reduce fragility, and prevent violence and extremism.) The section also makes conforming amendments to reference the redesignated subsection (a).
This section reauthorizes the Prevention and Stabilization Fund through 2030 (from 2024) and expands permissible uses of the fund to include (iii) administrative and other expenses for operation, management, monitoring, evaluation, and learning related to programs and activities implementing the Global Fragility Strategy (i.e., a 10-year U.S. government plan to prevent conflict in priority countries and regions), including diplomatic activities in countries and regions selected by the President, notwithstanding any other provision of law. (The fund supports flexible, rapid-response assistance for conflict prevention and post-conflict stabilization.)
This section authorizes Economic Support Fund (ESF) amounts to be used for monitoring, evaluation, and learning activities in countries and regions selected by the President under the Global Fragility Act of 2019 (i.e., priority areas for the Global Fragility Strategy, a 10-year interagency plan to prevent violent conflict, stabilize fragile states, and counter extremism), notwithstanding restrictions applicable to the Prevention and Stabilization Fund or related programs funded by other agencies to implement the strategy.
