H.R. 3012 — Improving Reentry for District of Columbia Residents in the Bureau of Prisons Act of 2025

This section requires the Bureau of Prisons (BOP) Director, beginning not later than two years after enactment, to place covered individuals—District of Columbia residents committed to BOP custody for offenses under D.C. law (i.e., D.C. Code offenders)—in BOP facilities located no more than 250 miles from the District of Columbia, absent the individual's request or consent. (Thus, the requirement does not apply to prerelease custody or supervised release under 18 U.S.C. §3624(g).) The Director may place such individuals farther away in extraordinary circumstances and must submit a written explanation to the Judiciary Committees and Oversight and Reform Committee (House) or Judiciary and Homeland Security and Governmental Affairs Committees (Senate) within 30 days.
