H.R. 3024 — Stamp Out Invasive Species Act

This section directs the U.S. Postal Service to issue and sell the Combating Invasive Species Semipostal Stamp under 39 U.S.C. §416 (i.e., stamps sold at a premium, with the differential transferred to specified causes), with a postage rate differential of no more than 25% above the otherwise applicable rate, for two years beginning no later than 12 months after enactment. All proceeds are transferred in equal proportions to the Department of the Interior and Department of Agriculture for programs combating invasive species (i.e., nonnative species that harm ecosystems, native plants and animals, and local economies), with payments made at least twice yearly.
