H.R. 3027 — Green Star Families Act

This section establishes a counseling program under which the Secretary of Veterans Affairs furnishes counseling services at no cost to (1) the next of kin (i.e., closest living relative, prioritized as spouse, child, parent, sibling, or other individual determined by the Secretary) of a veteran who dies by suicide and (2) a former volunteer caregiver of such veteran (i.e., an individual age 18 or older who provided at least three months of unpaid counseling, social work, or personal care services through a covered veterans service organization prior to the veteran's death), provided the services are reasonably accessible and substantially equivalent or superior to similar VA services. To implement the program, the Secretary may contract with federal, state, or private entities (with fair compensation); must publicize the program on a VA website and to eligible individuals; and is required to begin operations within 90 days of enactment.
