H.R. 3031 — Gold Star and Surviving Spouse Career Services Act

This section expands the Disabled Veterans' Outreach Program—which requires states to employ full- or part-time specialists, subject to VA Secretary approval, to provide intensive employment services and facilitate placements for eligible veterans, prioritizing special disabled veterans, other disabled veterans, and others, with maximum emphasis on the economically or educationally disadvantaged—to also cover eligible persons (defined in new subsection (e) as any spouse described in 38 U.S.C. §4101(5) or the spouse of any servicemember who died in service). It further applies the full-time duties restriction to services for eligible persons; strikes "non-veteran-related" from prohibited duties, such that full-time specialists may perform only DVOP duties for veterans and eligible persons and no other duties that detract therefrom; and directs the Secretary to audit compliance.
