H.R. 3038 — SAFE Act of 2025

This section amends Section 10405 of the Animal Health Protection Act (7 U.S.C. 8304) to authorize the Secretary of Agriculture—acting through the Administrator of the Animal and Plant Health Inspection Service, the Under Secretary for Trade and Foreign Agricultural Affairs, and the Administrator of the Food Safety and Inspection Service, in consultation with the U.S. Trade Representative—to negotiate in advance, to the extent practicable, regionalization, zoning, compartmentalization, and other agreements with governments of countries importing U.S. livestock or animal products to reduce the impact of animal disease outbreaks on U.S. exports. Such negotiations must account for accepted global research advances. It further specifies that this authority does not limit the U.S. Trade Representative's ability to negotiate trade agreements or require conditioning those agreements on animal disease provisions.
