H.R. 3040 — Preventing Ranked Choice Corruption Act

This section prohibits states from conducting any federal election using ranked choice voting (i.e., a system in which voters rank candidates by order of preference), effective for elections held in 2026 or any subsequent year. The prohibition is codified as a new section 305 of Title III of the Help America Vote Act of 2002 (HAVA)—which establishes uniform and nondiscriminatory standards for election technology and administration—and is made enforceable by the Attorney General through civil actions for declaratory or injunctive relief, including conforming amendments to update statutory cross-references and the table of contents.
