H.R. 3044 — No Vaccine Mandates in Higher Education Act

This section prohibits federal funds from being provided to any institution of higher education that requires students or staff to receive a COVID-19 vaccine as a condition of enrollment or employment, or of receiving any benefit, service, or contract. The term "institution of higher education" has the meaning given in section 102 of the Higher Education Act of 1965 (i.e., public or private nonprofit/postsecondary vocational/proprietary institutions eligible for Title IV student aid programs, plus limited foreign institutions for Direct Loans).
