H.R. 3045 — West Bank Violence Prevention Act of 2025

This section states congressional findings that (1) the situation in the West Bank—including high levels of extremist settler violence, forced displacement of people and villages, and property destruction—has reached intolerable levels and constitutes a serious threat to the peace, security, and stability of the West Bank and Gaza, Israel, and the broader Middle East region; (2) these actions undermine U.S. foreign policy objectives, including the viability of a two-state solution and ensuring Israelis and Palestinians can attain equal measures of security, prosperity, and freedom; (3) these actions undermine Israel's security and have the potential to lead to broader regional destabilization across the Middle East, threatening U.S. personnel and interests; and (4) these actions constitute an unusual and extraordinary threat to the national security and foreign policy of the United States.

This section directs the President to impose asset blocking sanctions and visa restrictions on foreign persons determined to be responsible for, complicit in, or supporting actions threatening the peace, security, or stability of the West Bank—including violence or threats against civilians, efforts to displace civilians through fear of violence, property destruction or seizure by private actors, or terrorism affecting the West Bank—or to be leaders or officials of entities engaged in such activities, persons providing material support to blocked persons, or persons owned or controlled by blocked persons. The asset blocking sanctions, authorized notwithstanding the national emergency declaration requirement of the International Emergency Economic Powers Act (IEEPA; 50 U.S.C. 1701(a)–(b)), prohibit all transactions in such persons' property and interests in property within U.S. jurisdiction, including any contributions or provision of funds, goods, or services to or from them. (As background, IEEPA authorizes the President to block assets and transactions upon declaring a national emergency for an unusual and extraordinary threat originating substantially outside the U.S.) The visa sanctions render such persons inadmissible to the U.S., ineligible for visas or parole, and subject to immediate visa revocation. This section provides limited exceptions to visa sanctions for compliance with U.N. Headquarters Agreement obligations or U.S. law enforcement objectives and authorizes national security waivers, including without prior notice to sanctioned persons.

This section directs the Secretary of the Treasury, in consultation with the Secretary of State, to submit to the appropriate congressional committees a report on the implementation of this Act—including the names of any persons sanctioned—beginning not later than 90 days after enactment and every 90 days thereafter.

This section defines terms used in the Act, including (1) appropriate congressional committees (i.e., specified committees of the House and Senate); (2) entity (i.e., partnership, association, trust, joint venture, corporation, group, subgroup, or other organization); (3) person (i.e., individual or entity); (4) United States person (i.e., U.S. citizen, permanent resident alien, entity organized under U.S. laws or a foreign branch thereof, or person in the United States); and (5) terrorism (i.e., violent act or act dangerous to human life, property, or infrastructure that appears intended to intimidate civilians, influence government policy by intimidation or coercion, or affect government conduct by mass destruction, assassination, kidnapping, or hostage-taking).
