H.R. 3053 — WIC Collaboration Study Act

This section directs the Comptroller General of the United States to conduct a study, not later than 180 days after the date of enactment of this Act, on whether interagency data sharing and collaboration between state agencies administering the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC), the Supplemental Nutrition Assistance Program (SNAP), and Medicaid may increase WIC enrollment and to submit the findings to the appropriate congressional committees. In conducting the study, the Comptroller General shall consider (1) whether such data sharing may simplify WIC certification procedures under section 17(d)(3) of the Child Nutrition Act of 1966 (42 U.S.C. 1786); (2) current data sharing practices between SNAP and Medicaid agencies and WIC agencies, including frequency and the number of data sharing agreements or memoranda of understanding; (3) overlap between information required for WIC certification and for SNAP and Medicaid certification, including income data; (4) the effectiveness of periodic meetings between agency representatives, assessments of enrollment gaps and overlaps using eligibility data, and including WIC certification requirements in SNAP or Medicaid online eligibility assessments or applications; (5) the role of nonprofit organizations in assisting WIC agencies with certification; and (6) the projected costs to states of mandatory interagency data sharing and collaboration.
