H.R. 3063 — Rural Hospital Stabilization Act of 2025

This section establishes a grant program, administered by the Director of the Office of Rural Health Policy of the Health Resources and Services Administration, under which the Secretary may award grants to rural hospitals (i.e., public or private hospitals located at least 15 miles from the nearest hospital and 20 miles from the nearest urbanized area, as defined by the Bureau of the Census) (1) for projects to acquire, repair, and upgrade systems, facilities, and equipment and (2) for operational costs, including payroll expenses (except for hospital leadership positions, as defined by the Secretary) and debt payments. To receive grants, which are capped at $5 million per hospital in the aggregate over any five-year period, rural hospitals must submit applications detailing funded projects and expenses, their role in addressing financial needs and ensuring rural access to hospital services, a post-grant sustainability plan, and other information required by the Secretary; funds must supplement—not supplant—other federal, state, local, and tribal funds. Not later than 18 months after enactment, the Secretary must report to specified congressional committees on program activities, outcomes, and impacts on recipients' financial viability and rural access to services. The section authorizes $500 million in aggregate appropriations for fiscal years beginning after September 30, 2025.
