H.R. 309 — National Law Enforcement Officers Remembrance, Support and Community Outreach Act.

This section sets forth congressional findings on the national importance of the National Law Enforcement Officers Memorial (authorized by P.L. 98-534) and National Law Enforcement Museum (authorized by P.L. 106-492)—both built with private funds— in honoring fallen federal, tribal, state, and local law enforcement officers; educating the public on law enforcement's role and sacrifices; advancing officer safety and wellness to reduce line-of-duty deaths and injuries; and strengthening community relations, particularly amid a 24% increase in officer retirements and 47% increase in resignations since 2020 that have led to understaffing and mandatory overtime in many agencies.

This section directs the Secretary of the Interior to award a grant to the National Law Enforcement Officers Memorial Fund during the first seven fiscal years after enactment for expenses to operate and enhance the National Law Enforcement Museum's community outreach, public education, and officer safety and wellness programs. Such programs include (1) memorializing fallen officers and compiling fatality and injury statistics; (2) honoring law enforcement service and sacrifice; (3) developing educational resources on law enforcement history and officer safety; (4) increasing public engagement via online and in-person platforms; (5) expanding scholarly research, exhibitions, and publications; (6) augmenting museum collections through staffing and digitization; (7) developing pedagogy for law enforcement history and wellness education; (8) providing professional development workshops and partnerships; (9) engaging schools to support teaching on these topics; (10) encouraging adoption of related curricula; (11) implementing and evaluating innovative museum and wellness programs; (12) providing free admission for law enforcement personnel, families of fallen officers, and weekly public hours; and (13) creating online educational resources.

This section requires the National Law Enforcement Officers Memorial Fund to submit a progress report to the Secretary of the Interior for each of the first seven fiscal years that (1) documents progress in delivering public education, community outreach, and officer safety and wellness programming consistent with Department funding and (2) accounts for total federal funds expended that fiscal year. The Secretary must transmit the report to Congress annually and make it publicly available on the Department of the Interior website.

This section authorizes appropriations of $6 million to the Secretary of the Interior for each of the first seven fiscal years beginning after enactment to carry out the section. (2) It permits the Secretary to transfer necessary sums from the National Park Service—up to $6 million annually—if the full amount is not appropriated in a fiscal year.

This section authorizes the Secretary to use funds appropriated under section 5 to continue any activities of the National Law Enforcement Museum that are ongoing on the date of enactment.
