This section deems any civil service employee involuntarily removed between January 1, 2025, and January 1, 2027, to be a preference eligible (i.e., qualifying for hiring advantages typically provided to veterans and certain others) for appointments to competitive service positions (i.e., most merit-based federal civilian jobs) and entitles them to 5 additional points above their earned rating under 5 U.S.C. 3309. The preference does not apply to (1) individuals removed from political positions (e.g., Executive Schedule positions, noncareer Senior Executive Service appointees, or Schedule C policy roles); (2) those separated for documented misconduct or delinquency; or (3) those with a most recent documented performance rating of unacceptable or less than fully successful; and expires five years after enactment.
