H.R. 3094 — PREP Act

This section limits the maximum probationary period before an initial appointment becomes final in the competitive service to 6 months for individuals who immediately prior held an executive branch civil service position or 12 months otherwise. It establishes the same maximum probationary periods (1) before an initial appointment becomes final in the excepted service and (2) for the Senior Executive Service. The section also strikes the special probationary period provision applicable to the Internal Revenue Service.
