This section amends the U.S. Postal Service (USPS) basic policy at 39 U.S.C. 101 by adding subsection (h) to require an ongoing comprehensive assessment of fleet vehicle distribution, a strategic plan to increase vehicle availability in underserved areas and nationwide, and fleet modernization with fuel-efficient and environmentally friendly vehicles as soon as practicable. It further amends 39 U.S.C. 403 by adding subsection (d) to require the USPS to submit an annual report to Congress and the Comptroller General by December 31 on fleet distribution by state and postal region, steps to enhance distribution in underserved areas, and recommendations for improvements—defining "rural area" as territory outside urbanized areas and urban clusters (per Census Bureau) and "underserved area" as any rural area, postal region with at least 50% of vehicles beyond intended service life, county with mail delays exceeding the national average by at least 20%, urban neighborhood (per Census Bureau) with poverty above 20%, or indigenous and Tribal lands. The amendments take effect 180 days after enactment.
