H.R. 3099 — STOP Health Threats Act

This section directs the Secretary of Health and Human Services, in consultation with the Secretary of Housing and Urban Development and other relevant agencies, to award grants to local governments for training local enforcement officers (i.e., those enforcing consensus-based building codes for residential structures and facilities) on public health threats arising from building code violations. Grant recipients must use funds to (1) develop and implement such training programs; (2) partner with other local governments; (3) coordinate with federal, state, local agencies (e.g., public health departments) or nongovernmental organizations; and (4) conduct other activities deemed appropriate by the Secretary. The Secretary must prioritize applications based on applicant capacity and identified threat areas.
