H.R. 3106 — Weatherizing Infrastructure in the North and Terrorism Emergency Readiness Act of 2025

This section directs the Secretary of Homeland Security to develop and conduct, in addition to or as part of existing departmental exercise programs, a terrorism response exercise that includes management of cascading effects on critical infrastructure (as defined in 42 U.S.C. 5195c(e)) under a scenario involving (1) an extreme cold weather event such as a polar vortex affecting access to critical services, (2) cascading effects on critical infrastructure, (3) mitigation of a successful terrorist attack on critical infrastructure by emergency managers, state officials, private sector, and community stakeholders, (4) bolstering resilience of impacted communities, (5) coordination with federal, state, local, Tribal, and territorial agencies, and (6) coordination with private sector and community stakeholders. The Secretary must submit an after-action report with initial findings, plans to incorporate lessons learned, and proposed legislative changes to the House Committee on Homeland Security and the Senate Committee on Homeland Security and Governmental Affairs not later than 60 days after the exercise, consistent with protecting classified information.
