H.R. 3113 — Uniform School Mapping Act

This section prohibits the obligation or expenditure of federal funds for FY2026 or any fiscal year thereafter to procure an emergency response map unless the map satisfies 10 specified requirements, including being in a digital format accessible on mobile platforms, stored in a U.S. data center, integrating with covered public safety agency software, displaying labeled features (e.g., access control points, stairwells, trauma kits) oriented true north on a coordinate grid with overlaid aerial imagery for each floor, verified by walkthrough, updatable, and provided without fee to the procurer and relevant agencies. (Thus, only compliant maps—usable by federal or state, local, tribal, and territorial public safety agencies responding to site emergencies—may be federally funded.) This section further directs the Secretary of Homeland Security, acting through the Director of the Cybersecurity and Infrastructure Security Agency, in consultation with relevant agency heads, to submit to the appropriate congressional committees (i.e., Homeland Security and Appropriations committees of both chambers) not later than one year after enactment a strategy to procure and distribute such maps for critical federal sites, with a briefing on the strategy not later than 180 days thereafter. The section defines relevant terms, including "covered public safety agency," "emergency response map," "Secretary," and "site."
