H.R. 3124 — Women and Underrepresented Minorities in STEM Booster Act of 2025

This section states congressional findings on the underrepresentation of women (e.g., 24% of engineering bachelor's degrees in 2020, 5% of full-time women workers in computer, engineering, or science occupations in 2023) and certain racial, ethnic, and other minorities—including Black or African Americans (9% of science and engineering bachelor's degrees in 2021 despite 14% of ages 18-34 population), Hispanics or Latinos (17% of such degrees despite 22% of ages 18-34 population), American Indians and Alaska Natives (0.3% of STEM bachelor's degrees from 2020-2021), certain Asian-American subgroups, Native Hawaiians and Pacific Islanders (less than 0.2% of STEM bachelor's degrees from 2020-2021), and LGBQ students (7% less likely to be retained in STEM programs)—in STEM education, degrees, retention, and employment.
