H.R. 314 — Empowering Nonprofits Act

This section requires the head of an executive agency (as defined in 41 U.S.C. 133, i.e., executive departments, military departments, independent establishments, and wholly owned government corporations) to reduce by 25% any cost-sharing requirement for grants made directly to an eligible nonprofit organization, from the date of enactment through five years thereafter. An eligible nonprofit organization is a 501(c)(3) tax-exempt organization located in a state (i.e., each of the several states, the District of Columbia, commonwealths, territories, possessions, and federally recognized tribes) where more than 20% of individuals live below the federal poverty line.
