H.R. 315 — To waive certain provisions in the case of an emergency declaration under the Robert T. Stafford Disaster Relief and Emergency Assistance Act.

This section prohibits the FEMA Administrator from requiring Puerto Rico, the District of Columbia, American Samoa, or the U.S. Virgin Islands to apply Buy American Act requirements (41 U.S.C. ch. 83) to their purchases or contracts during emergencies declared by the President under the Stafford Act (42 U.S.C. 5191). (Thus, these jurisdictions may procure foreign goods and services without such restrictions to facilitate emergency response.)
